smtp.ipmap.tab allows to limit server access by IP ranges. This makes only sense in private systems. If you set a limit here, then you forbid other SMTP servers to communicate with your system. Most of them will blacklist you as a SPAM server then.

smtp.relay.tab lists trusted IP ranges, which are allowed to send (=relay) thru your server without any authentication. This is useful for e.g. CGI scripts.
