After my previous attempt to get outgoing SMTP to function, I now
get the:

The maximum number of tentatives has been reached

for every mail that is placed in the outgoing message-queue.

I also have a question about how to get a Relay-deny message to the
admin (myself) every time a relay is tried.

About the maximum number of tentatives there could be different reasons that could lead to that behaviour.
You can't have a message to be generated for each relay denied attempt. You've the log files anyway, where relay tentatives are reported.
