It does not restart xmail server when you click to defrost messages. It only shuts down xmail but no restart.

Not really a bug - it's a missing option in xqmagent.conf. Just add
STARTSCRIPT=/etc/init.d/xmail
.. or whatever your startscript is. Sorry about that, the archive came with an older .conf.

Next release will have:
- a complete .conf file again
- a complete INSTALL.txt
- a starter script for Redhat
- defrost without restart

Should it be STARTSCRIPT=/etc/init.d/xmail start or just xmail ?
